TOR set to restart operations in October 2025 – MD informs Energy Committee

The Managing Director of Tema Oil Refinery (TOR), Edmund Kombat, has disclosed that the facility will resume operations in October 2025.

He made this announcement when he appeared before the Parliamentary Committee on Energy, alongside other TOR officials, to outline the refinery’s 2025 plans, mandate, and ongoing challenges.

During his presentation, Mr. Kombat stated that the refinery will continue with the Gantry and Terminal upgrade projects. He added that TOR also intends to complete existing projects started under the previous administration, restructure its finances and debts, and retool the refinery’s laboratory.

The Chairman of the Committee and Member of Parliament for Ho West, Emmanuel Kwasi Bedrah, highlighted that the meeting forms part of the Committee’s oversight functions concerning agencies under the Ministry of Energy and Green Transition.

Mr. Kombat appealed to the Committee for support in resolving some of TOR’s major constraints. These include restructuring debts using ESLA receivables, converting government debt into equity, restoring TOR’s share of the ESLA Levy, allowing TOR to benefit from the primary distribution margin, and ensuring TOR has representation on the Laycan Committee.
