The University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG), and the Colleges of Education Teachers Association of Ghana (CETAG) have voiced their frustration over the prolonged delay in releasing the exchange rate for the book and research allowance and its subsequent payment.
According to the three unions, the delay has created uncertainty and frustration among members who rely on the allowance to support their research and academic work.
Following a joint meeting on June 8, 2025, the unions collectively resolved that the government must urgently release the exchange rate and commence the payment process.
Despite the late announcement of the rates, a statement issued on Monday, June 9, emphasized that the unions will not accept any further extension beyond September 2025. “We stress that this allowance is a statutory entitlement under our Conditions of Service and an essential resource for advancing research, teaching, and knowledge sharing.”
The unions further warned that failure by the government to initiate payments by June 13, 2025, would trigger industrial action across all campuses. “We hereby notify all stakeholders that if the government fails to commence the payment process by the 13th of June 2025, this will be considered a strike notice by UTAG, TUTAG, and CETAG across all campuses to the government,” the statement read.
The unions called on authorities to act swiftly to prevent disruptions to the academic calendar and ensure that the welfare of lecturers and the broader academic community remains a priority.
